וְעַבְדִּי כָלֵב עֵקֶב הָיְתָה רוּחַ אַחֶרֶת עִמּוֹ וַיְמַלֵּא אַחֲרָי וַהֲבִיאֹתִיו אֶל־הָאָרֶץ אֲשֶׁר־בָּא שָׁמָּה וְזַרְעוֹ יוֹרִשֶׁנָּה׃
English Translation
but my servant Kalev, because he had another spirit with him, and followed me fully, him will I bring into the land into which he went; and his seed shall possess it,

The verse is cited in a discussion about the merits of Caleb and his different spirit, contrasting him with the other spies who brought a negative report about the Land of Israel.
Kalev's Exceptional Character
The verse (Bamidbar 14:24) highlights Kalev's unique spiritual qualities that distinguished him from the other spies. The phrase "רוּחַ אַחֶרֶת" ("another spirit") is interpreted by Rashi as meaning that Kalev possessed a different mindset from the other spies—one of faithfulness and courage. Unlike the others who succumbed to fear and slandered Eretz Yisrael, Kalev maintained his trust in Hashem.
The Meaning of "וַיְמַלֵּא אַחֲרָי"
The phrase "וַיְמַלֵּא אַחֲרָי" ("and followed Me fully") is expounded upon by the Ramban (Nachmanides), who explains that Kalev demonstrated complete devotion to Hashem's will. The Sforno adds that this means Kalev did not allow personal fears or calculations to override his faith, unlike the other spies who allowed their own reasoning to distort the truth.
Kalev's Reward
Hashem promises that Kalev will enter Eretz Yisrael and that his descendants will inherit it. The Midrash (Bamidbar Rabbah 16:10) teaches that Kalev's reward was not only for his personal righteousness but also for his role in silencing the people's rebellion when he declared, "עָלֹה נַעֲלֶה וְיָרַשְׁנוּ אֹתָהּ" ("We should go up and take possession of the land," Bamidbar 13:30). His steadfastness merited him a lasting portion in the land.

Legacy of Kalev
The Talmud (Sotah 11b) teaches that Kalev's wife, Miriam, and his descendants (such as Othniel ben Kenaz) were also righteous, demonstrating that his faithfulness extended to his household. This aligns with the verse's promise that "זַרְעוֹ יוֹרִשֶׁנָּה"—his offspring would inherit the land, indicating a lasting spiritual legacy.
